BIN means you bought it, unless you agreed with the owner to an inspection/possible negotiation on price beforehand or can prove the ad was factually wrong. Non payment on your part could result in your eBay account being affected.

Although, I must say I've never seen an eBay BIN with a "pay in person" option. Might be a UK thing.
