Your nearest bike shop or co-op probably has used friction shifters in a scrounge box. I prefer barcons, but they tend to cost a little more due to enthusiast demand. Shifters for stem and downtube would likely be under ten bucks.
Another thing, most indexed shifters also have a setting for friction so you can use them either way depending on your needs.
