Stick in some wheels (with tires on them), grab some allen wrenches, and use them as feeler gauges to see how much clearance you have to the frame and brakes. Say they're 20mm tires and you can slip a 4mm in between the top of a tire and the brake caliper, so you can probably go to 23mm but not 25mm, y'know?
