1) Is your brake arm secured to the chainstay?
If not, try rotating the arm to tighten, then clamp the arm to the chainatay.

2) "Rebuild" the coaster brake and make sure it is properly greased.

3) A lot of "bicycle mechanics" at an LBS don't have a clue when it comes to coaster brakes, since they rarely see them.
