they're certainly cheap. for the price they'll be serviceable for a while. decent for a beater.
recpack them when you get them, adjust the bearings properly, and make sure your cog/lockring setup is tight tight tight.

i sold my used, partially stripped KHS wheelset for more than that.

for triple that price you could get a much better wheelset.
