The only issue to keep in mind is that you should use a tire that is at least 28 mm or so wide. The rim itself is 22mm. An actual 23mm wide tire would be too narrow. A 25mm tire would probably too narrow also.
The CR18 is 18mm inside width, I have had no issues running a 23mm tire on CR18 rims.

I build my own wheels, which is usually not the least expensive way to go for a wheel, but in the long run can be the most cost effective because you can build it to your needs.

I'd go with a Velocity Aeroheat 406 rim. Velocity rims are easier to build up than many others because they are round and flat
