That is the address of a commercial real estate building called Oxley Tower, per this:

Turns out they have a website with a tenant directory:

Guess what? It's mostly empty, and none of the tenants is a bike shop. It doesn't even have a #78-79.

It's a fake shop looking to steal your card/ info. It was always a fake shop looking to steal your card/ info. You even knew it; that's why you posted here hoping someone would tell you you'd found the magic beans. This happens every month or two.
