So, you can fit an English cottered crank arm onto a French spindle (a little slop, but the cotters tighten up the loose fit), but you can't fit a French cottered crank arm onto an English spindle because it's too small to fit.
Not quite correct. French spindles are 16mm. So an English crank arm will not fit on a French cottered spindle. That is the situation I have. I would not recommend putting a French arm on an English spindle even though it sort of fits.
