It's just an extension of the standard European/Asian ped crossing. See the green man across the street in the upper left. (We/asia also use the clicking for visually impaired people and the faster rate of flashing near the end of the walking allowed period).

Essentially, it's a red/green strip for phone users. See the a lot in Germany and Asia where there's new infrastructure and people use mobile phones extensively.
