Sad story. This is what other cyclists and pedestrians alike should read about. Many think that getting killed by a cyclist is not possible. A similar incident happened a few years ago in Central Park in NYC. The lady hit in that case was brain dead from the impact of her head to the ground. It’s a serious problem and should be on our minds every time we cyclecommute in busy areas.

Condolences to the family of the woman killed, but stuff like this happens all the time. Human error is the cause 99.9% of the time--either the woman wasn't looking when crossing or the cyclist was engaging in 'wanton and furious driving'.

Look across the street at the walking person pictogram, it's green like the light bar. Then the pictogram begins to flash (still green) and the light bar follows suit. I guess this flashing is similar to our (in the USA) flashing orange hand signal which essentially means "Hey! The light is getting ready to change, in fact it could happen any moment now!!!".
Now I was taught that when the light starts flashing you wait till the next "walk sign" comes on. If, however, you've already entered the intersection, DONT LOLLY GAG!!!

E-bikes makes cycling more accessable to the general public. This is good in that it gets more amateurs to ride bikes. It is also bad because it gets more amateurs on bikes. It ends up that the e-bike rider is likely to be out of shape, heavier than a typical bike rider, less experienced, riding a heavier bike and can reach speeds that usually only experienced riders can reach. I don't know if this is the exact situation here, but if we are to generalize, it is likely.

Essentially, it's a red/green strip for phone users. See the a lot in Germany and Asia where there's new infrastructure and people use mobile phones extensively.
