Sounds like broken belt strands to me. When a cord(s) in the tires construction breaks, the integrity is lost and the rubber bulges from the air pressure and lack of internal support. The slits you see is where the inside rubber split adjacent to the broken cords. I know you already figured out, the tire is toast.
This. I'd guess OP ran through a monster pothole or into a curb to break the cords, because that's how a lot of similar failures happen.
