The only problem is that it's not that easy to deliberately hit a deer with your car, those deer have some really fancy footwork, and are agile enough to jump over 10 foot tall fences.
It's one of two reasons to have a snowplow on your truck.
In WI you may keep the deer/bear/turkey roadkill. If the driver who hits it doesn't want it, anyone can take it. But from experience, gutting a roadkill usually isn't pretty. They've simplified it down to a phone call rather than wait for LE to show up and issue a permit.

I've seen quite a number of deer/bear get tagged pretty good, shake it off, and run away. Most probably die later from their wounds or disadvantage with predators.
