I would suggest opening the image in Paint (if you are on Windows goto Start->Programs->Accessories->Paint, open up the image, then click on "Image" then Attributes, and change the dimensions of the image to 64 pixels by 64 pixels.

Edit: nevermind, this will only crop the image to 64x64 in the top/left corner.

Instead of clicking on "Attributes" under "Image", go for "Stretch/Skew". You want to adjust the Stretch percentages until you are under 64 pixels by 64 pixels. This may take some guess work, but muck around with the options and see what you can come up with.
