I checked "Other".
On my Super course build the bottom headset cup had bad chrome, so I stole a lower bearing cup and caged bearings from my car-killed Bianchi frame. In order to use the unique Raleigh threaded fork steerer I kept the Raleigh top and cup, so I stayed with loose balls up top. 2300 miles later, still solid and working fine.
