What are you using? I have never found a $15 headset that will last indefinitely the way I ride my bikes. I have a box of worn out headsets that all cost a lot more than that.

I checked "Other".
On my Super course build the bottom headset cup had bad chrome, so I stole a lower bearing cup and caged bearings from my car-killed Bianchi frame. In order to use the unique Raleigh threaded fork steerer I kept the Raleigh top and cup, so I stayed with loose balls up top. 2300 miles later, still solid and working fine.

I too would rather have more balls. Some lithium grease to hold em in place and keep them dry and it couldn't be easier.
