That's a steel frame, but the thread will only be mild so the screw is still the stronger metal there. Not only that, but that threaded loop is only braised on. As others have said, it needs cleaning up first - preferably gently touching it with a grinder until you have a flat (or even slightly concave) round surface for a drill to bite into the centre of.
