May be able to take a file or dremel and cut a flat slot in the bit sticking out, and turn it out with a flathead screwdriver. If not, use a LH drill bit set. Worst case, as someone else mentioned, you just sill the whole thing out and use a bolt and nut or re-tap.

OK a few things may have happened. Steel into aluminum can gall the threads even if they are OK. Prolly paint and dirt in the old threads ... a thread slightly "off" on the new fastener.
I am constantly amazed at how bad the threads are on stuff coming from China. I've had to repair and throw away plumbing fixtures, SS bolts, and one new tap in the last year becasue they were all out of spec, out of round, or wrong pitch ...
In any case, it's prolly in there tight. So it'll be a bugger no matter what ...

That's a steel frame, but the thread will only be mild so the screw is still the stronger metal there. Not only that, but that threaded loop is only braised on. As others have said, it needs cleaning up first - preferably gently touching it with a grinder until you have a flat (or even slightly concave) round surface for a drill to bite into the centre of.
