Green Clover, texas is pretty blazing hot in the summer, and I bike commute to work year round. To answer your question (i know that was directed at the OP, so pardon me) I guess it also depends on your heat tolerance and where in the city you are. I'm in the suburbs, close to a large lake that opens into the ocean, and while still hot, it gets breezy down here, making the heat tolerable for me. My commuting distance is only 4 miles, so I tolerate a lot of things on a 25 minute ride. I also have a variable scheduling involving shift work, so the rides are very tolerable during the early morning and night hours. But october-april is fantastic biking weather here IMO, and I long for these months during the rest of the year.
