As for jogging, lots of people do it because asphalt on the road is easier on the knees than concrete on the sidewalks.
Well heck, why don't we just rip out all the sidewalks, since apparently nobody wants to use them, for one perfectly legitimate reason or other. Maybe convert them into bike lanes?
