I was supposing you were more interested in solving the problem than a strict answer to a particular question.

Garmin's solution may well be to refund his money. Some people would rather spend money than go through the minor hassle of d/l osm maps. I was impressed that they were only $20, that's smart, but I hope some of that goes to OSM.
$20 is cheap.
