^^^^ I agree with the above, and it's hard to judge without photos and more details.
Markets are different in different locales, but that sounds high for a "rough" bike. I'd be very wary of an aluminum bike with a top tube dent. That said, I rode an aluminum bike with a top tube dent for years and never had any problems
. There are just too many nice bikes out there for the same money. In my market that bike (based on your description) would sit for months and never sell.
