It looks like the overlap or seam of the carbon cloth, the manufacturer won't spend time and money polishing the steerer tube that won't be seen. It saves them a few pennies per fork.
If it really bothers you, take it to a few shops and ask them to have a look at it and render an opinion. Don't forget to buy something and/or tip the wrench.
