Some Univega Gran Turismo or Specialissima (can't remember which) mid-blade braze-ons stick way out like that. And it's the actual, painted braze-on, not a spacer. I always thought they were a neat idea, either for a rack, which would go vertically down from some wide platform to the wide hub, or for a hoop-style low-rider. For a rack like the JandD expedition or the Rivendell/Nitto 34F it makes a lot of sense.
