Stem on the new bike works the same as the one on the old bike.

Loosen clamp bolts at steerer tube, loosen top cap bolt. Remove stem.
Move desired number of spacers from under the stem to over the stem.
Replace stem. Install top cap, tighten enough to pre-load headset bearings. (can be tricky for some)
Tighten clamp bolts evenly and to the indicated torque spec.

Easy peasy.
Oh, and be sure the stem is aligned with the front wheel. Otherwise, you'll end up riding in circles.
