Windsor Super Carerra or similar Windsor model from the same time period. Fork crown and rake is a dead giveaway along with the seatlug, and the Gran Compe stem was OE on these.

I can't tell from the picture if those are rivnuts or not. If they were brazed in, it'd explain the missing red seattube panels.
