The Panaracer are definitely not at the level of the Pro-one and Scorcher.
The Scorcher roll very well, I think even better than the Pro-one (the old version not the new Addix version) but the Pro-one mounted tubeless have a much better puncture resistance.
I haven't tried the Schwalbe One in ETRTO 349 but seen their specification (new Addix Race rubber, 127TPI) they could be excellent.
I'd say it's a matter of priorities. There is no tire lighter than the 355 panaracer minits (about 150gr), not at 355, 349, or 305 sizes (unless we count the Primo Champs). So if acceleration is the priority, nothing can touch the Minits (and they have great puncture resistance too!) I had paired them with 230gr rims and titanium spokes and they were fast.
Scorchers are 300gr+ of rotational mass, whereas the Ones are about 175gr at best. These are great once the bike gets moving. For rides in the city where stopping and going, and puncture resistance are important, these would be sub-optimal. For everything else they are solid options.
