For the headset cap, you need to tighten until there is no more slack between your head tube, fork steerer & stem. Apply front brakes while trying to move the bike forward and backward. If you feel something loose, tighten it a bit more and try it again until you reach the sweet spot. An over tighten headset cap will result in difficulties steering and will use your headset prematurely.

For the compression plug & stem bolts, specs should available on internet or written on the stem. Be careful not to over tighten the compression plug as well as it could expand your steerer tube to a point of cracking the CF. Same thing goes for the clamp bolts.
