It not the same race. The picture you posted is from the 1983 World Championships. You can tell because Van der Poel and Roche are wearing their national team jerseys, as opposed to their trade team jerseys. Lemond would have competed the 1983 World Championship in his stars and stripes, USA team jersey. He only rec'd the World Championship jersey after he won and was then entitled to wear the rainbow jersey in all (road) races until the 1984 World Championships. If you look at the poster in post #1 , you'll see the sponsor logos above the rainbow stripes on the chest, while they're not in your photo. This is further evidence of it being a different race, after the World Championship. BTW, both the World Championship and Paris-Tours are one day races.
