Sure they are valuable and obviously faster. But, compared with some other factors like size of rider, etc. it can be minimal. If a 200 lb guy wearing a cheap helmet, with a saddlebag and hooded tee shirt thinks he is going to get fast because of wheels, he is delusional.

Yes, I'm over weight, so I know that getting aero carbon wheels isn't going to make up for me losing 30 lbs.
