Yes the tape in the picture is only used to hold the locating tools in place (in fact just randomly placed to get a quick picture for this subject thread). When I am placing the real locating tape, I don't use regular masking tape like in the picture but rather 3M "Fine Line" tape. It is thinner and has a cleaner edge and when pressed against can leave a mark to show the center of the tube.
