You can find plenty of entry level track bikes for under $1500. Felt, Raceline, Avanti, Fuji, etc make a range of bikes that suit most people. One guy in our club is over 6' and rides a new 60cm Felt. very happy with it. I ride a Raceline and its doing fine by me. There's plenty out there.
Bikecology in Gosford 02 4325 1400 have had a 60cm Raceline frame hanging up for ages. Got it in for some guy who said no when one of the measurements he took was out by 2cm. You might be able to strike up a deal with them to get it off their hands.
Head down to your local track on race night and suss out the tall guys riding new bikes. Ask 'em questions, maybe even ask 'em for a try on their bike
