While the Dia-Compe brakes were excellent in their day you might be better off with some brand new modern-day ones. 25yo metal has a habit of breaking under stress. See Ozman's post from about a week ago.
For simplicity you could toss/eBay all the components and whack on a full ultegra or chorus groupo. That would give you a chance to do a really good tear down, buff, and respray on the frame. Man, spending your money is great fun!
