jkandell - good that you are looking into this so closely. Security is nothing to take lightly (no pun intended, as the chains are heavy!). I can't answer any questions for you about the other brand - other than to point out that, while it is a long chain, it doesn't come with a lock....
However, I can tell you a little about the New York Noose. We didn't submit it to Sold Secure, it wasn't that it didn't pass. As Alanbikehouston mentioned, Kryptonite's New York Chain has passed Sold Secure's highest level (gold). The chain for the New York Noose and the lock that comes with it (Evolution Disc Lock) are the same that we use for the New York Noose. The only difference being the big round end link.
ART Foundation, in Holland, has passed the New York Noose (both lengths) at its highest level (4).

Whichever locks/chains you look at, please take in to consideration the additional benefits you may, or may not, get with a lock purchase. Does it have a warranty? Does it have an anti-theft protection offer (read all the fine print there!)? Does it have key replacement services? Things like that.
Good luck with your decision, jkandell. Of course, I'd like to hear that you chose Kryptonite, but whatever brand you choose, please do take the time to lock properly each and every time - even when you are at home. This is the best way to insure you defeat thieves every time.
