Honestly the cyclists are coming in so hot, there was no absolutely line for them to take anyhow. If they didn't hit the motorcycle, they were already destined to drill the team car right behind it.
Reality is that this is failure on the part of the organizers to effectively INDICATE at the previous hairpin that this was an extremely steep section and to not come in hot.
