You can get a steel bike powder coated or painted in pretty much any color of the rainbow.

You can get an aluminum bike powder coated or painted likewise and also anodized. No idea what aftermarket anodization costs.

You can get carbon fiber painted.

You can spray paint anything, whether it be your Bentley, cookware, dog, or bicycle. Whether or not you should is another question.
