The painting of lug cut outs

Hello.

I apologize if this is the wrong place to post this query, though it seemed the most relevant from what one is afforded...

A lugged steel frame is being repainted and I am curious if there are any techniques or advice that might be offered when it comes to painting the lug cut outs in contrast to the frame's general paint. My plan is to just brush it in gently with a bottle of Testors once the initial spray has been completed—though before the clear coat—but am wondering if anyone has any tips or advice on the proper way to apply this detailing.
