English bikes of the "early 70s" vintage tend to be fairly "long-legged". That bike probably originally wore Weinmann (or GB) centerpulls: 610 on the front and maybe a 750 on the rear. Dia-Compe made (possibly still makes) "deluxe" versions of these. The sidepull answer to your predicament is Tektro, if the esthetics are acceptable.
Yeah, long reach Tektro dual pivot brakes are terrific and would certainly work, but period correct and matching gruppo is the goal right now.
I'm kinda liking the drop pad holders from Bdop linked above, but I'll have to see what the owner of the bike thinks.
