All liquor and most wine sales in PA are controlled by the state and take place at state-owned stores. Those stores were, in fact, closed for a good while due to COVID. Those supermarkets in the area that are licensed to sell wine often had trouble stocking shelves and adopted purchase limits to prevent hoarding. Fortunately, I often had to go to nearby NJ for work, so I could stop on the way home and pick up wine.
