Go to the Lynskey website and (the originators of Litespeed) they will describe the various frame finishes they currently do.

My nephew works for them building the completed bikes they ship to customers. He has described the "Industrial Mill" and "Bright Brushed" as being accomplished with green Scotch Bright pads. Yes it is done by hand as is the polished frames.

To my eye your bike appears to be bead blasted, which, IIRC, all Lynskey frames start as. Bead blasted helps remove any splatter and gives a consistent finish to take it to the other finishes.
