Probably a dumb question, but is this Tuscany actually painted? I believe the finish is "natural satin". Wondering if all the little scratches could be polished out.

Lazyass I believe that frame is NOT painted. I have a titanium Airborne and have used Goo Gone and a green or blue Scothbrite to remove light scratching and rubs, etc. It works really well. The green is more abrasive for harder to remove marring. I wax the frame after cleaning, but I do not know if it is necessary, I just like it with the added gloss. It is a pretty easy job that does not take much time. Be sure to keep foreign stuff off the brake pads and wheel brake tracks.

Go to the Lynskey website and (the originators of Litespeed) they will describe the various frame finishes they currently do.
My nephew works for them building the completed bikes they ship to customers. He has described the "Industrial Mill" and "Bright Brushed" as being accomplished with green Scotch Bright pads. Yes it is done by hand as is the polished frames.
To my eye your bike appears to be bead blasted, which, IIRC, all Lynskey frames start as. Bead blasted helps remove any splatter and gives a consistent finish to take it to the other finishes.
