On a bike that’s been (ab)used, sometimes you get into a tradeoff between how true you want the wheel and how even you want the spoke tension.
If the rim as such is bent, you simply can’t hit both true and even tension simultaneously.
No way to tell from here if your wheel is as good as circumstances will allow, or if it’s poor work.
