I'm thinking that it is mid 60's Catalina that has had the rear drops changed. Based on the fancier holed lugs which where gone for simpler stuff by the late 60's and the blocky Vitus drops didn't come out till the late 70's. Can you tell if there is any chrome under the paint on the forks or rear since most of the 60'd Carlton stuff had some chrome I suspect that someone may have sanded and painted over the chrome when the dropouts were changed to get stuff to match.
