I set my bars so I feel comfortable in the drops - as downward angle as I can get and still feel like my hands aren't going to slip off. It's just a bit below horizontal - bar ends pointing more or less towards the rear rim brake caliper or equivalent. Then I put the hoods where they need to be to be comfortable on the hoods. I always start with mimicking (as much as possible) the general fit of my favorite/comfortable bike and go from there to get those particular handlebars comfortable.
