Forget to ask where i supposed to check the tension closer to the rim as on the photo in the first post (random picture from internet) or closer tot he axle?

If that is a front wheel in the photo above, you are taking the tension reading on the non disc, or low tension side. if this is correct, 100 KGF is likely way too high.
Take your tension readings on the high tension side, drive side rear, disc side front.
I don't have disks regular linear pull brakes on mine.
Front wheel i have equal tension both sides around 100kgf

Rear wheel i currently set 120kgf freewheel side and 70kgf other side.
