Boltcutters in daylight? Did someone see them? If not, what makes you believe these were boltcutters? The damaged locks on the ground? Or were the locks gone too? If yes, did someone had an access to the keys? Could it happen that locks were forgotten to be locked. Locks of what brand and what price?

If yes. Were both the U-lock and cable cut neatly with the boltcutters? Could it be a disk saw, a hammer on a pad, or a acetylene torch. Did you hear a saw or hammer sound, but did not pay attention to it? Was the cable cut messy?

Such and similar details would share the valuable rare experience about the crimial tactics in that area. Instead we got the useless temper flare.
Read the posts again. Adam Spencer is a radio announcer who simply mentioned that someone stole his bike and that he would like to kill the offender. It says nothing about boltcutters in day light.

Chewa followed up with a post about bikes being stolen from his place of employment using boltcutters in daylight. Maybe you could politely ask Chewa about the evidence rather than giving us your own temper flare.
