You perhaps need to look for a proper crankset for a track bike. The spider shape of the crank positions the chain line too. And from the moment you said it was a track bike, then that 4.5 mm more that you need seemed to indicate you probably have a road crank made for a wider chain line.

There are 103 mm BB's out there. Phil Woods makes on if you want. But then you are getting up to the price of a crank.

When the BB was in the bike, did you have enough clearance between the crank and the BB itself to go another 4.5 mm?
If I could get the drive side cup off the cartridge Then I could make a 4.5 spacer and put it inside the cup and that would move the axle in 4.5 .
And yes I do have a road bike crank and the bike is modified to 120mm spacing . I like your suggestion , I need to get a proper track crank .
