The name "Race 28" is super confusing to me, because as near as I can tell it has nothing to do with size, but these are definitely 700c tubes.
The standard size is listed as 700x20c > 700x25c.
The wide size is listed as 700x25c > 700x32c.

I've used the standard Race 28 tubes in tires ranging from 23mm-33mm width for years and find them to be just fine for that purpose. Obviously the wides would be fine in a 25mm tire as well, I've just never seen a reason to buy the wider tubes.
