I recently brought some innertubes online and got race 28, 700c (wide) will those fit my 23 rims with 25mm tyres?
The standard race "28 700c x 25mm " fit.. fine

If there aren't any obvious wrinkles, kinks or bulges after you install it or them then all should be okay.
Besides, it's only a tube. If it blows out tomorrow it's no big loss of money. Just change it out and consider whether it was the size of the tube or something unrelated to the tube size that caused the flat like a road hazard or improper installation or other issue.

The name "Race 28" is super confusing to me, because as near as I can tell it has nothing to do with size, but these are definitely 700c tubes.
The standard size is listed as 700x20c > 700x25c.
The wide size is listed as 700x25c > 700x32c.
I've used the standard Race 28 tubes in tires ranging from 23mm-33mm width for years and find them to be just fine for that purpose. Obviously the wides would be fine in a 25mm tire as well, I've just never seen a reason to buy the wider tubes.

According to Sheldon Brown, 700c is French sizing, 28 is German (28 x decimal) or northern European (28 x fractional). Those and 29 (marketing term for wider 622mm tires) can all mean ISO 622. I learned the 28 usage from online shopping on Euro stores.
