I've used the standard Race 28 tubes in tires ranging from 23mm-33mm width for years and find them to be just fine for that purpose. Obviously the wides would be fine in a 25mm tire as well, I've just never seen a reason to buy the wider tubes.


I was wondering who made a inner tube to only fit one width tire. Thanks for clearing this up and showing in the proper context what is likely the issue the OP is about.
