only the license plate or a description of the inncident and the car would help too,
does it HAVE to have a webmaster, how about..an open source where everyone just puts in data, and bunch of volunteers with some web knowledge to keep it running without bugs every once in a while.

again, i dont know much about the website part, but i just think it would be a great idea.
and what the crazy cyclist do with the information is non of our business.

i'd like to see this going though :/
